Joe Thacker, Manager
The PSTD Technical Department’s duties and
responsibilities include regulating all corrective actions performed and
remediation implemented at leaking petroleum storage tank sites and
determining the scopes of work and reasonable costs that will be reimbursed
by the Petroleum Storage Tank Indemnity Fund. Staff Project Environmental
Analysts (PEAs) deal with hydrogeology issues at leaking PST sites, and must
be skilled in six differing areas of responsibility, each requiring specific
capabilities that may, or may not, overlap. Staff PEAs are proficient in
the areas of; Regulatory Issues, Corrective Actions, Remediation
Technologies, Indemnity Fund issues relating to each case site and
Communication. Generally, each Hydro is required to manage 40 to 50 active
release cases. Additionally, each is assigned Extra Duties that fall
outside his/her case management duties.
