TRANSPORTATION DIVISION

 

 The Transportation Division administers licensing and certification of for-hire and private motor carriers that operate within and through Oklahoma; enforces motor carrier licensing and commercial motor vehicle requirements; administers the International Registration Plan (IRP) (commercial vehicle tags across states and provinces) and the International Fuel Tax Agreement (IFTA); enforces federal motor carrier safety standards, certain federal and state railroad regulations and pipeline safety regulations.

 

We have more than 5,700 for-hire and private motor carriers licensed to operate in intrastate commerce; 20 railroads that operate in Oklahoma and almost 40,000 miles of natural gas and hazardous liquid pipelines within this State.

 

The Division’s operations are carried out through three units: Administrative and Regulatory Operations; Field Operations, and IFTA/IRP.

 

        The Administrative and Regulatory Operations unit consists of four Departments:

 

        The Administrative Support Department is responsible for coordinating the Division’s purchasing, inventory and financial tracking; provides administrative support to all other Departments of the Division; and, maintains all administrative records for the Division.  You may reach this Department at (405) 522-5292.

 

        The Requirements Department issues intrastate licenses, deleterious substance transport permits, household goods certificates and interstate registration certificates for all for-hire and private motor carriers regulated by the Corporation Commission and processes all requirements relating to motor carrier authority and permits.  This department also administers the Single State Registration System (SSRS) for Oklahoma-domiciled interstate motor carriers and carriers domiciled in non-participating states that operate their largest number of vehicles in Oklahoma.  You may reach this Department at (405) 521-2251.

 

        The Enforcement Support Department is responsible for tracking railroad, motor carrier, household goods and transportation-related pollution complaints; maintenance of truck yard wash pit records, tracking of legal cases; processing of field issued citations and warnings and performs all related enforcement support functions.  You may reach this Department at (405) 521-2965.

 

        The Safety Support Department offers support to all motor carrier safety-related functions; issues USDOT numbers to intrastate only carriers; coordinates the Division’s motor carrier Educational Compliance Workshops and, issues hazardous waste registrations and permits.  You may reach this Department at (405) 521-2915.

 

        The Field Operations unit is comprised of three Departments:

 

        The Motor Carrier and Motor Vehicle Enforcement Department monitors for-hire and private motor carrier and commercial motor vehicle compliance with state statutes, Commission rules and federal regulations governing interstate and intrastate for-hire and private motor carriers and commercial motor vehicles.  The Enforcement Department also performs overweight audits of motor carriers and shippers and oversees the building of truck yard wash pits used to temporarily store deleterious substances.  You may reach this Department at (405) 521-2965.

 

        The Pipeline Safety Department has inspection and enforcement authority over more than 268 natural gas operators and thirteen hazardous liquid operators.  These pipeline companies operate approximately 36,500 miles of natural gas pipelines and 3,400 miles of hazardous liquid pipelines.  You may reach this Department at (405) 521-2258.

 

        The Railroad Department monitors the operations of twenty-two Oklahoma railroads for compliance with state and federal safety regulations.  The Railroad Department investigates and makes recommendations concerning railroad crossing openings, closings and crossing signal upgrades.  You may reach this Department at (405) 521-3407.

 

        The IFTA/IRP unit consists of three Departments, the IFTA/IRP Registration and Licensing Services Section; the Technical Services Section and the Audit Section.  The IFTA/IRP unit principally administers two international compacts, The International Fuel Tax Agreement and the International Registration Plan.

        The International Fuel Tax Agreement is a motor fuel tax reciprocity agreement among states of the United States and provinces of Canada providing for the payment of fuel taxes on the basis of total distances operated in all jurisdictions at the fleets average mpg or kpl.

The unique feature of the Agreement is that even though mileage is incurred and fuel is purchased in various jurisdictions in which the fleet operates, only one license is issued to the licensee. Through a quarterly reporting system fuel taxes are allocated back to the jurisdiction in which mileage is incurred at the appropriate rate each jurisdiction determines.         The International Registration Plan is a registration reciprocity agreement among states of the United States and provinces of Canada providing for payment of license fees on the basis of total distance operated in all jurisdictions.  The unique feature of this Plan is that, even though license fees are paid to the various jurisdictions in which fleet vehicles are operated, only one (1) license plate and one (1) cab card is issued for each fleet vehicle when registered under the Plan. A fleet vehicle is known as an apportionable vehicle and such vehicle, so far as registration is concerned, may be operated both interjurisdictionally and intrajurisdictionally.  There are over 160,000 vehicles registered in Oklahoma (second largest in the country) through the International Registration Plan.   You may reach this Department at (405) 521-3036.
